Tinubu Grants Pardon to Selected Convicts, Orders Review of Prerogative of Mercy Process

President Bola Ahmed Tinubu has formally exercised his constitutional powers of prerogative of mercy by granting pardon and clemency to specific individuals previously convicted for various offences.

According to a statement issued on Monday, the President signed the relevant instruments of release after extensive consultations with the Council of State and a comprehensive review of public feedback.

President Tinubu, acting under Section 175(1) and (2) of the 1999 Constitution (as amended), ordered a further review of the initial list of beneficiaries to ensure the exercise aligns with principles of justice, security, and public interest.

Following the review, individuals convicted of serious crimes such as kidnapping, drug trafficking, human trafficking, fraud, and unlawful possession of firearms were removed from the list. Others whose offences were less severe had their sentences commuted.

“This action became necessary in view of the seriousness and security implications of some of the offences, the need to be sensitive to the feelings of victims, and the importance of maintaining public confidence in the justice system,” the statement noted.

The President emphasized that the review was guided by the three-way concept of justice, for the accused, the victim, and society at large, as well as the need to uphold Nigeria’s bilateral obligations and support law enforcement morale.

The approved list of eligible beneficiaries has since been transmitted to the Nigerian Correctional Service (NCoS) for implementation in accordance with the duly signed instruments of release.

In a related directive, President Tinubu ordered the relocation of the Secretariat of the Presidential Advisory Committee on Prerogative of Mercy from the Federal Ministry of Special Duties to the Federal Ministry of Justice.

He also instructed the Attorney-General of the Federation to issue new Guidelines for the Exercise of the Power of Prerogative of Mercy, which will include mandatory consultation with relevant prosecuting agencies before any future approvals.

President Tinubu expressed appreciation for the constructive feedback received from stakeholders and the public, reaffirming his administration’s commitment to judicial reforms and enhancing the administration of justice in Nigeria.
